No, Kolinar does purge all emotion--but most Vulcans never do it. Adepts of Kolinar are kind of like monks--they never leave the mountain of Gol, they renounce all family ties, they're kind of like uber-Vulcans. Most Vulcans (including Sarek) never go that far. Spock tried, but backed out at the last minute (the first movie). You can also go on a retreat to Gol, if something particularly is troubling you and you need help with your control. T'Pol did it once before the series started, and Tuvok may have done it, too. But that's not the full Kolinar.
