It is, if I'm entirely correct, a Angel/Smallville/West Wing/X Files fanfic with tongue-in-cheek references to Star Wars, Highlander, Invisible Man, and X Men, among others.
It's very, very funny. A sort of parody-- hard to describe. A whole bunch of different people show up at the White House, with varying reasons to plead their issues to the president and his staff.
My favorite-- the conversation between Kirsh and Skinner about parking garage funding and conspiracies. And Lex Luthor running through the halls of the white house to steal a brief case full of X Files (which are really parking garage blueprints), on the basis that everything that happens in the X Files is the key to understanding everything that will eventually happen in Smallville.
It's an extremely amusing way to spend ten or fifteen minutes.
