I can't disagree with anything you've posted - this show repays watching and rewatching, because on each viewing you pick up something new. Sam is a fascinating character, but so is Gene. I'd love to hear your take on the first series as a whole when you've seen the final two episodes.
I'm sure this show also owes a lot to cop shows and cop movies of the 1970s, but those are all out of my knowledge space so I can't comment.
Well if you want to check any out, I'd heartily recommend "The Sweeney", which was the 70s cop show which partly inspired "Life on Mars". It lacks the philosophical overtones of LoM, but the plots still hang together remarkably well, and the lead characters have great chemistry.
