Nah, he's not either. Because he's got no "inner soft side" buried under years of angst that causes him to spontaneously cry. Everything Guv is, is out in the open. What softness he might have is also out in the open, it just comes up less (like was said in the episode I'm finishing now, he's got that obsession with "male bonding").
