Actually, given that Legolas is like 500 years old or something during the LOTR trilogy, it would be possible to write Legolas fic set long before The Hobbit or any of the books. Of course, one would still have to study the books somewhat to get info on Elf culture, but I'm not sure how much detail Tolkien went into about that. Probably, you could make a great deal of stuff up.
