No, in the English dub. He sounds like a freaking hillbilly. And nope, no sex. But it does get rather violent later on.

I suprised that the dub is available for purchase-- I would have thought they'd hold back on that till it airs on CN in a few months. They didn't release Witch Hunter Robin DVDs until it had started on Adult Swim.
