What if Naruto did become Hokage and did make a law to change the Hyuuga family's wacky inter-clan politics? An exercise in practicing my lawyer-speak.

The Sixth Hokage and the Council do issue these edicts, to be presented to all citizens of Leaf Village and its territories, and to be recognized as law from this day forth:
I.
No person over the age of 14 shall undergo a sealing jutsuu without his or her consent given freely without coercion, with the following conditions:
That the person to be sealed and the person to cast the seal are engaged in battle in defense of Leaf or people within Leaf when the seal is cast.
That the person to be sealed and the person to cast the seal are engaged in a combat ninja exam of chuunin rank or higher when the seal is cast, and that the person to be sealed entered the exam of his or her own free will.
That the seal is cast as a final resort police action for the safety of Leaf, supported by unanimous vote from the council and endorced by the Hokage.
That the seal is cast to save the person to be sealed from certain death, supported by the Hokage if in the village, or if not in the village when the risk of death occurs by the ranking ninja present.
II.
No person under the age of 15 shall undergo a sealing jutsuu, with the following conditions:
That the seal is cast as a final resort police action for the safety of Leaf, supported by unanimous vote from the council and endorced by the Hokage.
That the seal is cast to save the person to be sealed from certain death, supported by the Hokage if in the village, or if not in the village when the risk of death occurs by the ranking ninja present.
III.
All person or persons who attempt or complete a sealing jutsuu in conflict with Edicts I and II shall be tried with due process in a Leaf court of law, regardless of relationship to the victim or victims.

There. That takes care of the little Hyuuga problem, but also makes allowences for the next time they have a giant demon on the loose that needs to be sealed into some unsuspecting infant's belly button.
