I've never seen it -- but this site (http://www.g4techtv.com/techtvvault/features/44801/Series_Boogiepop_Phantom.html) could be helpful. It's got a nice summary & an episode guide.
Boogiepop is fucked up but gets better as you see more, because the pieces start to fall into place. I need to get the box set one of these days. Hey, wanna buy stuff for me at your anime fair thing? ;)
Boogiepop is like Tales from the Crypt, except the stories are interconnected. In the first episode, you see the bug-eater talk to a girl in the nurses' office, and you have no idea what he's talking about...until you see the second episode and find out why he's crazy.
Yeah... I don't know if I want to go watch the rest of the eps or not. Horror isn't really my favorite genre of anime and the bug-eating guy was too rapist-like and the whole thing didn't exactly encompass what I like to watch.
