Have you tried using a different Bittorrent client program? I use the default client, but I know a lot of progressive clients let you fiddle with your upload/download rate, your firewall settings, and such.

do you have any specific suggestions of clients?

I haven't really used anything but the main client, but beatgeek recommended BitComet to me, and I know some people like BitTornado.
