Like... a younger version of Nine shows up and Rose runs off with him, though he doesn't really know her. She just insists that she's coming. And they have many adventures, and he falls in love with her, and they live our the rest of her life happily.
And then some time later after he eventual death, the Doctor goes to pick up the younger Rose, knowing that doing so starts the chain reaction that kills him later, because she was with his future self.
That explains why they were so close from the start, so comfortable around each other. He already knew her older self.
It, like so totally should be canon.
And the best part?
Even if it doesn't happen on screen, there's no canonical reason it can't happen off-screen, after whenever time Rose leaves Ten (assuming she leaves and isn't killed off.)

Like... the Doctor shows up randomly where Ten and Rose (and Jack?) happen to be (insert reason here), and Rose stops him, makes him talk to her, realizes he's a younger version that hasn't met her yet, and convinces him to take her along, knowing that she only has so many possible years with him before she has to send him off to go after her younger self.
But then say many years down the line whatever kills older!Rose has to do with the Nestene Consciousness (though it's not at fault, just involved somehow), and the Doctor backtracks and finds the Nestene Consciousness on 2005 Earth...where he meets younger!Rose... and at first he tells her to stop following him because he doesn't think it's wise to mess with the timeline by bringing her along when she should meet him later, but then he remembers that she ALREADY knew him, and besides he really wants to see her again... and ta da! We've reached present timeline.
